Is the gear ratio chart from the FAQ section based on mounted or unmounted tire height? Thanks.

It is based on the actual rolling height of the mounted tire.

There is always a level of clutch slip, but in round numbers it's generally less than a couple percent be it a fully engaged clutch or a locked up converter.
