I don't so much know about Rugged Ridge or Mopar Bikini Tops but a good friend of mine (Powerstroke_Fuston here on the forums) made this for his JKUR and my JKU:

It stays on all of the time (under both the stock hard and soft tops), blocks the sun well, doesn't flap in the wind at all, still lets good airflow through....and it's cheap, about $30-40 dollars in materials and some of your time on grommets and sewing.

It works great, this is the first "mod" on my Jeep and I couldn't be happier.
