I agree that is bad business. And to say "because they can" is a poor answer IMO.

I would have to say that its possible that they sell more tires for 15" rims than they do 17" so there fore the production run is more for 17". Thats purely speculation though.

17's are more desirable, therefore they are more expensive. It kind of sucks since the tire manufacturers costs are probably lower with 17's vs. 16's. Look how much they charge for 22's! (I don't actually know, I am making this last part up! )
