HELP!!! Steering Issues!!!

Don't mean to hijack the thread. But, can someone confirm that the steering wheel does lock in place when the key is out. I was 99% sure it did but now mine isn't. Just started today; on the road it feels a little sloppy and in the driveway, with it turned off, I can turn the wheels left and right without it locking. I'm stock and haven't been on the trails lately. Something isn't right and it will be going to the shop in the morning. I was just looking for a conformation that the wheel should be locking.

Got it back today and they replaced a lock housing "5057296-AH HOUSING S 19014014". What I got from the service manager was that some wranglers have a steering wheel that will lock and others don't. Mine should lock, but I don't know what qualifies it as one that should lock. Also, the wheel should lock when turned 180 degrees, that seems like a lot to me.
The second thing on mine was loose steering, and they replaced the dampner "52060058-AE DAMPER ST 19030006". I think I remember reading in another thread that they had problems with a lot of these being bad or installed wrong.
