How would this bumper look without a lift?

I was originally thinking of a RR XHC bumper, but this orfab comes with shackles and hoop. I want to do the bumper first, then lift, then tires and spacers using the factory rims.
Just not sure how this bumper would look on an otherwise stock exterior.

Do it. If that is the route you want to take no one will say anything. A rear bumper was one of my first big mods and I now have a trimmed down front bumper and am only on a leveling kit. Plus something has to be done to that stock bumper. It's just so big and round.
I think it will look just fine! Might have some rake in the front due to the weight. Just slap on some levelling spacers in the front and you're set.
I run a stubby on my JK and it took a while to get used to. Added a MBRP light bar and its perfect. Your bumper will come with a bar, so you're set.

A lift isnt going to play a mjor role in how a bumper looks.
Here is my ACE which is similar on a stock setup

The huge fedner flares are what will make it look odd more than anything, nothing a good trim can't fix though.
