The "Skunkwerks" sticker leads me to believe that is a test must / play toy for DC and the "non-flares" are a one off.

Seems like MOPAR wouldn't sell them because of the legal issue, like you said "off-road only", but since AEV works so closely with Skunkworks, maybe just maybe...... conspiracy, I know
