installation costs
I am located down by Cincinnati and these are the prices that I found while searching around.
Lift Install - $350-$500
Gear Install - From $350 to $700
Gussets and Sleeves - $275
So you are looking at around $975 to $1125 in labor for those things I mentioned.
My suggestion would be to install the lift and drive shafts yourself which are not that diffifcult and can be done with common hand tools. For the gears, I would make a road trip to Ft. Wayne, Indiana and have the guys do the gears over there. They charge $175 an axle for labor on the gears, $75 to weld the gussets on and $200 for the sleeves. These guys seem to know what they are doing since they used to work at the Dana Spicer factory. The wheels and tires should have mounting and balancing included in the price from the place you buy them from.
I would say that you could get everything done that you are looking to do for around $6000.

I am looking to have a Clayton 3.5 lift installed and re-gear on my Sahara. I want to gusset and sleeve the axles to beef those up along with install new driveshafts. Also I want to have wheels and tires mounted and aligned. The remaining little things I can do myself. I know this will be expensive which is why I'm curious how much all this labor would cost. I don't have the money for this now I'm just trying to figure how much for labor I should factor in to my costs so I can know roughly how much I must save. Thanks.

Since you are in Cleveland, post on Jeepskool.com several of the guys do work at better quality and rates than most of the big shops. I had my gears done at 4 wheel parts and it cost about double what the guys at jeepskool would have done it for. 4 wheel part did do nice work.
