jeep gives bumpy ride on flat road ?!?

I've had Mud Grapplers and now MT MTZ. They both got/get flat spots after sitting for awhile and always work themselves out after 5-10 miles. I notice it every time my Jeep sits for a week or so without moving. I run 28psi.
