Default Leveling Kit before Bumpers?

I have a 2013 JKU. I am planning on changing out the front and rear bumpers in the very near future along with possibly changing the headlights. Next plan after that was going with 33's or possibly 35's. I did opt for the 3.21 gears though since I don't plan on going with a huge tire and more than likely will opt for the 33's or a 35 that measures 34

I am getting a bit confused but have been reading that some people recommend doing a leveling kit before changing the bumpers out. Any suggestions/opinions/comments on this?

I did plan on going with the teraflex performance (or possibly just pucks) in the future.

in theory you don't need to lift for 33 or even 35s if you have flat fenders. my suggestion would be get the bumpers, see how the jeep responds then take care of it from there. there are threads like 35 no lift and 33s & 35 no lift that you should check out. i'd suggest finding a rig you like the looks of and pm the person to ask them of any issues or suggestions they have
