Default License plate mount help

Well I received and installed my Rampage front recovery bumper today and I love it. My only issue i am having is that the wonderful state of Maryland requires I display my front plate. Now I have the winch plate that comes with the bumper but I will not be mounting a winch for a little while. So that is where I ask for suggestions and maybe some pics of what others have done. My initial thought is to get the bolts and mount the winch plate and install a hawse type fairlead along with a warrior products hawse fairlead license plate mount. Only downside I see is the cost right now just to mount my plate, but I will need these items once I mount a winch.

Mount it under the bumper with screws or zip ties.

Find some Scotch permanent outdoor mounting tape. Clean both surfaces with rubbing alcohol before attaching. You can then stick it right on the bumper and no drilling is necessary. This stuff is strong!!

While it states permanent it can be removed by running some fishing line between the plate and bumper to cut through the foam tape.

If you mount it down low like this but use piano hidge, it just swings out of the way when it smacks into a rock.

Idk what the state laws say, but up here you can put it inside the jeep against the windshield. Cheapest way.

Mine is on my back seat ATM. Lol. If or when I get pulled over I will just point it out. We should have them and do get pulled over for it here but there never really is a ticket issued. Besides, I would have to explain my guns, knifes and other goodies I have in there. So that would probably
Make the PO forget about my plate lol.

Do like I did with my PSC Brawler Lite bumper. I mounted my winch plate and then drilled some holes into my license plate and mounted it to the winch plate. The only cost in this solution is the price of the stainless steel fasteners, <$2.00.

Thanks for all the help and pics. I wound up mounting the the winch plate and drilling 2 holes above the hole for the winch line and mounted my plate right there. Once I get my winch I will just add the warrior plate bracket and be good to go. Here are some pics.
