A lot of requirements
I am looking to get a new rear bumper with tire carrier but keep hitting dead ends since I have a lot of requirements. Here is the list of things I would like the bumper to have (listed in order of importance).
1)Textured powder coat finish
2) Full width (extend to both fenders)
3) Allow use of stock hitch
4) D-Ring shackle mounts
5) allow mounting of a hi-lift jack
6) extra reverse lights
I like the rugged ridge but i don't know if I could mount a hi-lift.
Pretty sure the Schrockworks bumper fits this but not looking to wait an indefinite amount of time while well over $1000 of my money is held.
I searched for an hour to find a thread with all the rear bumper w/tire carrier options but could not find one. If one exists please direct me to it.

any idea what size tire the LOD carrier can handle. i didnt see it listed in their writup
Find a good fab shop and have them build one for you. 
Or get the OR-Fab tire carrier, and a bumper of your choice that lets you use the stock hitch. Then bolt your additional lights to the carrier on either side of the spare tire.

How does the or-fab carrier attach to the jeep? Was that the one that had extra room for jerry cans?
Or-Fab attaches to the right rear corner of the tub. If you search around, there's a very detailed install thread. It is available in both "jerry can" and "no gerry can" versions.
I can't speak for a rear bumper/carrier combination, but I paid $400 less for my custom front bumper than I would have for an LOD or Shrockworks. I got a bit of a deal because mine was the first JK bumper that this guy built, but anyone off the street can walk in today and save at least $200 off the price of one of those bumpers at the same shop.
It's all about the fab shop you choose.

OR FAB attaches to the body, it's not a bumper. It's a body mounted carrier that handles 35s, at most. You still keep the factory bumper, or need to get an aftermarket bumper to upgrade the factory plastic one. At the end, you can purchase a bumper/tire carrier combo for the price, and not have to drill holes into the body.
Just FYI, even if the Rugged Ridge one has no Hi-Lift provisions, there's nothing a welder and 2, 1/2" studs can't fix! Like mine, as you saw this weekend.

The reason I suggested the Or-Fab was because of the conditions he gave. Extra lights would be easy to mount to the Or-Fab, even without drilling into it (billet clamps)
