Mopar Off-Road Front Bumper, Aux lights?
So I rear-ended a Lexus on Nov. 22nd -_-.
And i just got my Jeep back from the autobody with the Mopar Off-Road Front Bumper (no winch) as a upgrade instead of the stock bumper. I'm wanting to add auxiliary lights to it and was wondering if i can use this:

Instead of drilling out the bumper. Think the lights would clear the hoop?
As well, did they re-install my skid plate (lol plastic) wrong?

As from the looks of the image, and because I use to have the Mopar offroad until I upgrades from that one, I am pretty sure these mounts will work. I think your concern will have to be the max diameter of the lights you want so they fit under the grill bar...
I am personally a Hella loyalists. Any maker will do though -- Hella, IPF, PIAA, KC... And you are right, if you want to fit lights underneath the bar you very well may have to look into the square/rectangle lights -- you can mount circular lights in front of the bar, at the edge of the bumper if you don't mind drilling into the bumper: I did that with my Hella 4000 rally's.
I have those Quadratec brackets with IPF 968's. I don't think that any light you put on them will fit under your hoop, even those smaller square ones.
I wouldn't recommend the brackets anyway. They are a good idea, but not made well. Both of mine came with big spots of powder coating chipped off. I ran my finger nail down the edges of them and more came off. Also, one of mine sits up .5" higher than the other one and looks stupid. I tried to adjust them but there really isn't any adjustment. I think the higher one is just bent up a little more. If it wasn't freezing outside I would take them off and return them.
Not what I expected for 2 $80 (with shipping and tax) pieces of bent metal. I e-mailed the company that makes them but didn't get an answer.
I'd just drill 2 holes and mount the lights. Much easier! (and free)

I have the same bumper, and the plastic airdamn should go ABOVE the bottom lip of the bumper, not below as in your picture. That might cost you .03 MPG! And maybe whistle, too!
