New wheels with TPMS
Can the sensor modules be mounted to any wheel or do the wheels have to be specifically designed for them? I want to get some aluminum wheels to replace my steel wheels.

Check with the manufacturer/installer.
When I was looking, I was told that some are not compatible, and would need some kind of a strap to hold the sensor onto the wheel. Didn't bother checking into it any more than that, just went with a wheel they knew was ok.
