If I wanted my wheels to stick out, I'd want a more lower offset? Like -24 will stick out further than -12 or +1? Thanks guys

Yes. Zero offset means mounting surface is in the center of the rim. Negative moves the mounting surface inboard and positive moves it outboard.

Negative offset moves the wheel farther out from the vehicle.

I wasn't very clear. By moving the mounting surface inboard you push the tires outboard. Sorry if I confused you.
