Default Okay, I'm an idiot! AEV bumper/Driving light question

Just about done with the AEV bumper/winch install and I ran into a problem. The problem is trying to install the driving lights - the directions are unclear as to putting the lights in after the bumper.

The problem: Whenever/wherever I put the driving light brackets they push the driving lights up & out of center. At the top, the light is hidden by approx 1/4" of the bumper while the bottom of the light shows a 1/4" gap. I have tried many combinations of the lights and brackets but no change.

Another problem found: As I have had the bumper off trying to figure the lights out, is the crush can covers fill with water. I have drilled a couple of holes at the bottom to allow the water to drain out.

The brackets have elongated holes that allow you to move it around. The fit is thight but they fit perfect every time we have done one.
