Get which ever bumper you like the most, and if the one you get doesn't have fog light holes then just mount a set of rigid dually spots on it and use those as your fogs.

Would I be able to wire the rigid duallys to my factory fog wires?

It has a shorter stinger than the standard stinger so it doesn't stick out as far
