Default Power Steering does not work when at idle...?

My buddies 2013 JKRU got stuck in some mud. He got pulled out by a tacoma but now his power steering only work when he is giving the vehicle gas. As long as there are RPM's, the steering is smooth. No noises, pops etc. But if her is at a red light or stop sign, he has ZERO power steering? Any ideas? If he goes to the dealer are they going to give him hell? Any tips with working with the dealer?

While stuck, was he revving the engine and giving steering inputs while trying to get out?

Or...

Was he in the Jeep with the engine running, and giving steering inputs, while being pulled out of the mud?

Either case could have damaged the steering pump.

The vanes in the pump may be damaged to where they move insufficient fluid at idle, but do move enough at higher rpm.
