Default Prep question for bedliner...

The powdercoat on my Mopar bumper has already got rust around the welds and a few chips on it, so I wanted to coat it or paint it with something to make it look new again. The problem is, I can't find any information about how to prep an already rough textured powdercoated surface. There is lots of information about sanding a smooth powdercoat or painted surface to make it rough, but my powdercoat is already rough/gritty textured. Does that mean I just have to clean it, and I don't have to sand it (since it already has a gritty texture)?

I was looking at Linex, or attempting the DIY version with Duplicolor bedliner spray. Does anybody have experience with touching up or repainting a textured powdercoated bumper?

Just make sure its clean and then go right over it with bedliner. It sticks like crazy and looks great
