Default question about red loctite

I installed wheel spacers last week with red loctite. I was checking them today and there was loctite on the spacer, around the stud, and it was still in liquid form. I thought it would have hardened within 24 hours. Is this how it is supposed to be? I don't see how I could have screwed that up.

it hardens in an anerobic (spelling?) fashion where air is limited oxygen rather . it is cured on the threads i promise
