ya but if he has fixed OEM control arms as soon as it gets torqued back down would it just just pull beck to the original location unless the CA bracket is wallowed out?

Not neccassarily true. When the arms are torqued down the rubber bushings can bind and twist in many different ways, by loosening them and then retourqing at the new angle you relieve the stress on the rubber bushing and any residual twisting or compression. The only fixed point would be the bolt itself that the bushing can deform around. Your not goin to get alot of change out of it, but 1/4 inch (and I would consider that alot) can make all the difference in the world.
