Default Rear bumper fabrication

Hi all. I am going to fabricate my own rear bumper but I don’t know what to use to allow the tire carrier to swing out. I am talking about the part that is attached to the end of the right side of the bumper. Can anyone tell me what they have used and where to get to find it?

I will start my rear bumper in about two weeks. The is the spindle I will be ordering.

They have an extra heavy duty one, I think I will get because I plan on putting a good load on it.
