Default remove loctite from used spacers?

Just about to put on some used spidertrax wheel spacers I bought used. I noticed the lugs do not turn easily (by hand) because of the residue of the red loctite used by prior owner. Do I have to remove all the residue or just use lug wrench to turn lugs?

The loctite is only supposed to go on the truck studs that u bolt the spacers to, not the spacer studs the wheel bolts to. U can use some heat and a wire wheel or a thread restorer not a tap and die to remove it also.

Penetrating oil works well also. Only use loctite on the axle studs as mentioned, tighten to 125lbs.
