Whats the difference between -12 offset and 12 offset

Not interested i'n wheel spacers, so that's why i want to get rims that have maximum offset while also having idel strength

the distance in millimeters the mounting pad rest from the center line of the rim, a +12 is 12mm toward the front(outside) of the rim, a -12mm is closer to the back (inside) of the rim

So for the acuall tire to stick out further a -12 offset would be better?
