Rubi locker stuck
Assuming you meant will NOT release...
Usually what happens is, the locker sensor plunger is installed after the carrier in installed. This will jam the locker in the locked position.
Notice the plunger in relation to the locker disc in this photo.
When the sensor is installed after the carrier, the plunger "cone" will be on the other side of the disc.

If you have the condition described, most likely nothing is damaged.
You need to remove the differential, let the plunger extend, then reinstall the differential.
While the diff is out, see if the plunger will pull out, and retract on its own, and inspect the locker disk for damage.

This was a common issue when the JK 1st came out, shops didn't realize that there were installion differences when you have the e-locker for the JK. I would of hoped by now that the word was out about this.
WHen you install the carrier you have to install it about 3/4 ways then take a long screw driver and hold over (extend) the swich and tap or push the carrier in all the way with the switch extended. Once carrier is in all the way you can let the switch cone go and the cone will rest where it is suppose to be (against the locker plate). The cone switch is spring loaded, thats why you have to hold it over while the carrier is installed all the way.
