Rubicon express bb rough ride

I have the exact same set up as you. Pro Comp works hand-hand-hand with Rubicon Express. Yes, I have a rough ride going over bumps; not to mention the bump stops only give about a couple inches of leeway. After a while you get use to it. If you have quick disconnects, the kit has amazing flex on the trails. For daily driving I understand your frustration. Again, eventually you will either get really use to it that it never bugs you again or you will end up getting something else down the road.
I've had this on my JK for just about 2 years now. Just because, I will be upgrading to Old Man Emu coils; still debating on shocks as they are the most expensive.
This is what's giving you the rough ride...
The Pro Comp shocks are very stiff shocks, hence giving you a rough ride. I remember when my buddy and I were compressing them during the install and they were a challenge.
Also, polyurethane is a very very strong "rubber." They're not designed to compress when the springs do -- giving you those two inches you want. With that said, if you bottom out you have those long-a$$ bump stops that came with the kit that only gave you a couple inches of leeway; they'll put a nice vibration through your spine.
I personally do like the kit. It's affordable and does wonderful on the trails; not a problem yet with it. However, I do understand where you are coming from. Once I have the cash to spare I will be going Old Man Emu or Teraflex Coil.

I'm running RE shocks. In fact, I got them from mkjeep, so they are probably the same ones he is talking about. My ride is stiff, but it's because I need control arms. The shocks seem fine to me. Maybe thats your problem as well. Did your Procomp lift come with CAs?

Yes, that could be an issue. I know with my new bumper and winch installed and the sag from the stock springs is making the ride like hell as any bumps currently I hit I am banging my bumpstops in the front. OME HD coils are getting installed this Saturday for this reason.
