My PSC dif covers came powder coated. I used a 3M pad (red) to scuff up the part I wanted to paint, then wiped it down with a rag and thinner, and then sprayed with Rustoleum. Has held up great. No pealing or chipping in nearly a year now.

The key to proper paint adhesion is preparation. Make sure that you fully scuff up your powder coating and leave NO shiny spots. Your paint will only properly adhere to rough surfaces. Second is cleanliness. Make absolutely sure you have no oils or contaminants on your fenders before you start spraying. Thinner or wax/grease remover should be used to ensure a clean, contaminant free surface. Good luck on your project, post pics once you're done.

Why paint over powder coat if they're new?

Just curious

Saves taking them off again later...stripping the rust and failed powdercoat...repainting...reinstalling.
The stuff is just paint that doesn't use solvents. Good for the environment. Bad for recoating. And you will need to.

Because the finish is cheap and looks bad. I should have bed lined mine before I installed but they are holding up well so far. I just got the Smittybilt MOD bumper and stinger used and it had some rust spots so I wire brushed the whole thing, sprayed degreaser and sprayed 2 heavy coats of Rustoleum bed liner. Looks great and I like the flat finish better than the shiny
