As for the scratches if you are concerned about doing more damage take it to a detail shop. They will take care of that no problem. If you want to try yourself then as others have mentioned try the rubbing compound and polish 1st then try the 200 grit sand paper.
I think he ment 2000 grit. And use it wet with water...never use dry sandpaper on clearcoat. I've painted a lot of custom cars over the years and nothing is worse then spending 100 hours prepping and painting a car with $5000 of paint and your friend (owner of the car) wants to help and doesn't keep the paper wet enough and ruins the paint. If it bugs you that bad take it to a professional. Buy a wash mitt with a clearcoat friendly scrubber on it and THROW away the scotchbrite pads away and never buy them again.

I highly recommend getting a dual-action polisher, such as the Porter Cable 7424. Not sure if I can direct you to a website, but in terms of car detailing, Google search for Autopia Car Care. It is probably the single best site for car detailing. You'll discover how easy it is to return your paint to better than new. Plus, once you get good at it, you'll have people willing to pay you a couple hundred dollars to polish their car!
