Skyjacker Double SS torque?

Skyjacker Double SS torque?
Tell if this sounds right. On my torque specs for the kit it say 5/16 u bolt only needs 15 pounds of torque and 3/8 u bolt on needs 30? Sounds low but I'm not sure.
