Default Is slight "bump steer" normal?

I have a 3" BDS coil lift and about 1" spacers. I have a very slight bump steer on the highway when I hit a dip. I do have an adjustable track bar in order to center the axle but no track bar brackets.

It's because your caster is way too low. You need adjustable lower control arms or geometry correction brackets. That's a ton of lift for a JK - are you running 40s?

The lift came with cam bolts, correct? What is the caster

It did come with cam bolts and they did a front end alignment when they put on the lift. I haven't had one done since. I guess it's time.

No, 34" (285/75/17) I do have the geometry or drop control arm brackets (Rough Country), I'm sure the BDS 3" is more like a 2 1/2" on a 4 door and the 1" spacers replaced the factory isolators so I may have gained 1/2" or so there. You can see the lower control arm is almost parallel to the ground and it drives fine otherwise.

Check the torque on the track bar bolts.

Yes at 3" of lift like you are describing I would expect some slight bump steer due to the steepness of the angles of the drag link and track bars. At your height (3") there is really nothing of you to do as the loss of up travel you would get with a drag link flip. In the rear you can raise the axle side track bar mount that will level out the track bar and it will help you track better down the road and make the jeep a bit more stable in off camber situations.
