Oh my god! Seriously, I've seen people running without the spare and the carrier and was just asking about it. That's all. Asking what they do with the light.

And many cars come with no spare, but a fix a flat kit.

Wrong information. Some manufacturers are choosing to NOT include a spare, but rather a plug kit and a bottle of tire sealant to save room and weight. My father in law just bought a Hyundai Elantra... No spare.

Save room and weight? Pretty sure cost is the real underlying factor in that decision. At least these other guys have a spare at home they can grab and toss it in their Jeep if they leave town. A plug kit and fix a flat? What does one do when that won't work, which is very possible? Lots of tire issues can't be fixed with that.

Getting this hijacked thread back on track. Answers for your two questions. Check the laws for your state. Disconnect the connector for the CHMSL inside the tailgate and plug the hole in the tailgate.

I agree... The fact is, if it gets you 35 mpg rather than 34 mpg, they'll do it. They include free roadside assistance (how quickly they operate is questionable). $ is always a factor... but not everyone includes a spare and it appears the list could grow.
