SRC Side Armor Install question

Reinstalling my Smittybilt SRC side armor steps from 2010 sandy victim to 2013 4 door jk.
Havent found any good instructions and forgot how I did it the first time. Anyways, are you supposed to remove the center mounting bolt with the big washer? All instructions show to simply remove the nuts on the adjacent two bolts. Did this but when I insert the step, the top of the src mount bracket only reaches the bottom of the bolts. Does not sit flush on the jeep mounting plate with the bolts through the holes.

Saw the video but it simply shows taking out the two nuts on the mounting bolts but that didnt work for me. Was wondering if I should also take out the center mounting bolt with washer. Ill give it a try this weekend.
