Personally i would do drop brackets over arms any day. The on-road manners are much better with the arms flat. I run the Metal Cloak 4.5 on my wife's Rubicon with short control arms and drop brackets. I have had no more issues getting hung up on obstacles from the brackets than the people i wheel with that are on long arms.
