To get it as low as the first pic I havent got a clue. But if you wanted to hide the winch you could mount it upside down and mount the power unit under the hood

My best guess is he mounted it upside down and ran the bolts through the top of he bumper. I would bet that if the snow was not there you would see some bolt heads on the top side of that bumper.
