Stock fender flare sagging

Default Stock fender flare sagging

Have a 2008 jku and my front left fender sags a lot. The support underneath was cracked so I replaced it hoping that would fix the problem, but it didn't. I will post pics in a little bit. But if anyone has any suggestion I would love to hear them aside from buying after market flares.

Clips that hold it to the body worn out? Are the holes that the clips go through wallowed out? I would hold the fender, move it up and down to see where exactly the movement is coming from (the support or where it mounts to your fender)

If you completely remove the flare and the skeleton, there is a steel arm that it all hangs from - it may need to be bent back level.
