Question Summer tires vs. All season tires

I am looking to upgrade my rims and tires. I have been looking online for the best prices on tires. I found BFG Mud TA's 285/70/17 for $169 a piece. They are described as 'Summer Tires'. The price seems to good to be true. Are 'Summer Tires' as good way to go here in SoCal?

depending on website they dont have a way to classify "Mud tires"
since they are not M&S rated they are not all terain nore all season.
hence the classification of summer. they would be great for so cal just might be loud for the commutes.
