do you need to take the whole bumper off first?

if you dont have tow hooks i think you just undo the 4 side bolts and it comes off. With tow hooks the whole thing. Once u take off the plastic you have the ugly crush cans sticking out

I currently have the inner metal as my bumper. I cut the cans off. I'm in the process of making a new bumper. the stock one is hideous.
