Can anyone tell me if a 37x13.5x17 wheel will fit on an 17x8.5 wheel without issues?

Whether it will fit is not the issue. If you will check around, many people are putting tires on rims that they are not designed for. The question is will it fit safely. You have to check the tire manufacturer page for the exact tire you are interested in, and it will tell you what rim size and width they recommend. Just my 2 cents.
