Torque on engine mounts 9#?

Torque on engine mounts 9#?
I'm putting on a River Raider oil pan skid plate. It mounts via the engine mount bolts and I'm looking at a chart reading 9 ft.lbs. That's like no pressure at all. Is that right and if so why so light?
