To me it looked like it goes in front of the windshield channel. I haven't put the foam on and only see a little bit of leaking when it rains. I wanted to find out if I can locate a spot to put the foam after a couple rainy days.

The foam picture in the instructions is hard to read, but it goes on the ~1" of top material between the plastic part of the header and the leading (front) edge of the top where it will come in contact with the top of the windshield.

The header attaches to the top of the windshield with the metal levers, the lock into the loops at the top of the windshield on the jeep interior.
