The "P" version is portable. The other one is on board.

C - used to fill air tanks
P - portable
H - hard mount (fill tires)

400 series has a 33% duty cycle compressor.

450 series has a 100% duty cycle compressor.

There is great info available at their website:

You can air up without a tank with the 400c. Only real difference is the C is mounted and the P has a carrying case. I have the portable and its nice, seems like I always end up airing up more Jeeps then my own after were done wheeling.

If you are looking at the 400c kit, JeepSwag has one for $200 for airing up. I run a bit more complex version of the system with a tank and lockers.

Good compressor for 35s.

I stripped the base blate and handle bracket of my 400P, used a Dominion Offroad under-hood mount plate and done. So if you do go portable, you can always mount it later down the road. Same pumps, just more 'stuff' on the portable

When combined with an air tank yes. Otherwise the compressor won't make enough volume to keep up with the demand of the air tool.
