Question What is the difference?

I guess this would be classified as a newbie question but I am trying to figure out the difference between wheel adapters and wheel spacers? the reason is b/c everything I am finding states that in PA you can only run up to a 1/4'' wheel spacer. Also please let me know if this is correct. thanks

Spacers give you the space you need for your rims and tires and fit on your current lug pattern.
Adapters give you spacing and will allow you to change your lug pattern to run (TJ rims) or what ever the pattern is for.
