i run 17 x 9 on my 33's. i read some where that 9's you cant air down as much due to the wheel being to wide and you can break your bead loose. i haven't had that issue so far but i dont air down to less then 12 psi either

A good rule of thumb for to get balanced on and offroad performance is that you don't want your rims to be any larger than half the size of your tire. So for 33's 16" rim would be perfect. But you also have to think about if you're gonna go bigger in the future on your tires.

Why is that a good rule of thumb? What makes that good for balancing?

(not being a smart-alec. I really don't know.)

32.8" - 15" = 17.8" / 2 = 8.9"

35/12.50-20:

34.6" - 20" = 14.6" / 2 = 7.3"

How about 285/70-17s?

32.8" - 17" = 15.8" / 2 = 7.9"

How about the factory 32" Goodyear SR-As?

32.1" - 17" = 15.1" / 2 = 7.55"

So, those nice 20" Terra Grapplers have less side wall than the OEM Goodyears on a stock Wrangler Sport.
WELL I stand Corrected mathematician! I actually stopped and measured today.

Anymore thoughts on this. I am getting ready to pull the trigger on some tires and wheels.

Not balancing like balancing your tires, you should be able to balance any quality tire and rim combo regarless of size...I meant balanced performance. Offroad you would rather have more sidewall and less rim. On road you will have better handling if you have more rim and less tire. So if you look at 2 extremes 20"s rims will give you much better handling on road but offroad you won't have a lot of sidewall to protect your rims, also you won't get a lot of benefit when you air down. Conversely if you ran 15" rims your handling on road will not be as good because your sidewalls will give more when you're turning. But offroad you'll have more protection for your rims and when you air down you'll have a bigger foot print on surfaces like sand and your tire will grip the rocks better. You'll need to figure out how you're gonna use your rig and decide accoridingly. I was between 17's and 16's. i'm cheap and the 16's rims and tires for the rims were cheaper so I went with them.
