I am looking to get this hitch receiver http://www.harborfreight.com/cpi/ctaf/Displayitem.taf?itemnumber=97019 from harbor freight temporally before I have money to buy a whole bumper with a hitch receiver built in. I do not want to spend the 100 dollars for the expensive ones. All I really have to tow is small 130 pound sailboat+ trailer. I know I won't be towing more then 300 pounds. Will this fit on the rear bumper of the JK?

No it will not fit. To mount it to the stock location it needs to look like this:

 

Also be aware that not all brands are actually tow rated. There are some that are just for mounting bike racks etc. Double check the specs before buying it.
