Ok so my question is can I fit 35's on with the bushwacker fender flares and no lift, and not have any rubbing.

should be fine, but you will need to make sure your bumpstops are set correctly. might need to trim a little also. you wont have really any uptravel offroad...

I have 34s with flats and no lift. I have a little rub at full flex. Thats not even disconnected either. My bump stops are stock.

if you change your tire size you will "usually" change your bump stops.
