Default Won't downshift (sometimes)

So I have recently been noticing that when coming to a stop at stop sign or red light etc. that the transmission won't downshift into first. But only happens randomly I can't reenact the problem no matter what I try... does it when it wants. Then when accelerating again the tranny starts out in 2nd. Extremely annoying when stopping on an incline with 35's and 3.73 gears! Lugs the engine down pretty bad. Fluids are all good.

Any Ideas?

And by the way I have a Flashpaq... maybe that has some influence on this problem?

How many miles on the Jeep? Did you calibrate the correct tire size?
