Given where you live, and that you had a rich condition, you probably had a metal tubed CAI which was transferring under hood heat to air intake providing unstable air intake temperatures and giving false AIT readings. Poly base CAI's run more stable air temperatures, run cooler and provide a more constant AIT readings.
There are a lot of good reasons to opt for a simple after market drop in air filter and stock air box, such as water and expense, but a drop in power can primarily be traced to poor design and transference of heat into the air intake.

The only problems I've heard about CAI's is they lose HP in the low end and add it to the high end. Soooo I guess that means good for the freeway and bad for the trails.
I can't imagine how a cai would make an engine run rich (too much fuel compared to the air coming in). If anything it would run lean. Since there is less restriction more air would be coming in than the computer would be expecting.

Conclusion:
Simply put, the results in the test above....showed that stock intakes are every bit as good as any aftermarket intake tested.

this is a classic argument that ive done alot of reading about. Just to throw my 2 cents in. I decided to forget the hype and make my own descion. I did not go with a CAI becuase i do wheel and i go through ALOT of water but i did not have the funds for a snorkel so instead i wentr with a K and N filter and bought the cleaning kit. I have put 22,000 miles on the air filter and have cleaned it out after every 2 runs so it has def paid for its self there in the fact is reusable but i DID and will argue till im blue int he face gain 1.5 MPG after installing it. And i can always tell when it needs cleaned becasue my milage will go down. I have 35's on steel softys and 4.10 gears and going down the interstate i get a little over 18 mpg. No i did not buy my jeep for gas mileage im jsut saying i think you can get a better value out of a reusable filter then a cold air intake. Some will argue the OIL when you clean it can cause problems with your engine but i have had none so far. Just throwing it out there. Best part is when i do get a snorkel i will still be able to use the filter.
I dont know how a CAI could make an engine run rich either but it sure made my engine run rich. Apparently there isn't a Mass Air Flow sensor on our JK's? I figure the computer started ramping up fuel output to compensate for the increased airflow and voila engine running rich. In all honesty I didn't notice any power increase, all I got out of it was the throaty sound starting at about 2200 RPM and that damn whistling noise.
Running rich is generally a symptom of the AIT behaving in a manner that the air temperature is warmer than measured at the sensor. The more typical issue is leaning out and often times can't be easily remedied.
