Welcome to the Bay Area! I am also a transplant from MI.
The closest SVRA to Tracy is Carnegie near Livermore. It is mostly geared to the dirt bike crowd but there is a small off-road area where you can mess around a little bit.
Hollister Hills SVRA is about 1.5 hours away and has lots of trails.
Keep an eye on the NORCAL staging area as groups are always heading out somewhere.
