The EVAP refers to the Evaporator or Evaporative canister. Part of the Emission system. It is under the JK in the rear near the rear driveshaft.
You don't have to relocate it.
It is advisable to relocate it. It is made of plastic, located in a very vulnerable position and prone to getting hit by rocks, tree stumps, logs, etc. People have damaged or destroyed theirs when only moderately wheeling. When damaged you get a warning light on the dash for the Emissions system.

No need to relocate it just order a skid plate from
northridge(I just did like $100) I watched a guy rip
his off 2 weeks ago and I was suprised I didn't, spend the $100 on the plate so u don't have to spend 5x that at the dealer to replace it once u rip it off
super easy to install took me 5 min

Here's my write up.

Cheaper than a skid, cheaper than a relocation kit...All are good ideas but mine is way cheaper or close to free if you have bolts laying around in the garage.
Never popped a code from relocating. It's your money and all options are good just mine is cheaper and just as good.
goodluck! you'll be glad you did either way.

Like stated above you don't have to relocate it. I put a homemade skid plate under mine. I modeled it off of the benchmark one but regardless of which route you go you need to do something with it. I put a skid on mind due to the warranty. I was told relocating it bill void your warranty. Don't know the truth but I didn't want to take a chance.

Benchmark does make a nice skid I have to admit. I was considering it but decided to relocate. had a 6 and 8 yr old helper. No I am not opposed to child labor in my house
