Will it hold a pro comp wheels and a 33 inch tire

It's not recommended, but it works. Have a pro comp with a 35" on mine.

yeah, you can do it, just make sure that your rubber isolators are pressed firmly onto the sidewall of your spare. this will prevent jiggling which is ultimately what causes things to break.
