Rear seat belt locking

Does anyone have the problem with the rear seat belts in the 4 door jeep locking all the time to the point that no one ridding in the back wants to ware them

Lol. I don't think I ever had a jeep that didn't have problems with its seat belts.
My YJs had retracting problems and KJ driver seatbelt wouldn't lock in at all.

This was very annoying to my rear seat passengers on a 3 hour trip recently. The rear belts kept ratcheting tighter.
They kept trying to ride unbelted on the sly.

This is what I came up with:
